Chris Needham

Based in the UK

Chris initially spent 5 years as a VAT Inspector for HM Customs and Excise in the UK.  He then spent 7 years with Price Waterhouse and established their first European VAT desk in New York in 1994.

Chris has spent the last 19 years developing GE’s in-house Global VAT/GST team that now has more than 80 team members.  During that time Chris has spoken extensively around the world on key VAT issues.  Chris is a keen proponent of the use of technology to improve and standardise the way in which VAT returns are prepared around the world. 

In November 2011 and 2012 the International Tax Review magazine identified Chris as one of the “50 Biggest Influences in International Tax”.

In his spare time, Chris likes cycle touring and playing the guitar (although not at the same time!).   He is married with 3 children and 2 Tibetan Spaniels. 

Donato Raponi - IVA Madrid Conference - May 2014

Donato Raponi

Head of Unit, European Commission, Taxation and Customs Union

Mr. Donato Raponi joined the European Commission in 1980 and is currently Head of the VAT Unit. He worked in the Budget, Internal Market and Taxation Directorates. 

In the area of taxation policy he served in different posts, e.g. administrator, assistant to the Director, Deputy Head of the VAT Unit, Head of the Unit dealing with excise duties, environment, transport and energy duties and Head of tax administration and anti fiscal fraud Unit. 

Mr. Raponi holds a Masters degree in European Tax Law and a Bachelor in Economics. He is Co-Author of the book “Arriva l’euro” (Carmenta Editor) and several articles in tax matters. He is professor of European Tax Law at Ecole supérieure des sciences fiscales, Brussels, Belgium.

Dorota is a licensed tax adviser and Partner in ITA Doradztwo Podatkowe Sp. z o.o. She specializes in so called indirect taxes, i.e. VAT and excise as well as in customs. On every day basis she renders tax advisory services to international Companies from automotive, gas & oil and IT sectors. She gains her knowledge and experience during every day practice in which we was engaged in among of others international mergers and restructuring of Companies, due diligences, tax review, assistance in obtaining different type of customs authorizations. She assists her Clients also in court proceedings, including representation in ECJ. Apart of her day to day tax advisory practice she conducts regular VAT training sessions organized by VAT Forum where she is the Partner.

 Emmanuel Cotessat IVA Conference

Emmanuel Cotessat

Emmanuel is a French tax lawyer specializing exclusively in indirect taxes (VAT, Excise and Customs duties). After 10 years of experience at Price Waterhouse Tax and Legal and then Arthur Andersen International, he started his own consulting law firm in 2000. He has specifically built a significant experience in international supply chain structuring, ERP/SAP VAT implementations and multi-national advisory and compliance coordination. His main areas of activity are pharmaceuticals, energy utilities, aeronautics and chemicals. He is a partner of VAT Forum CV and regularly lectures at international VAT events.

 

 Fatima Gouviea IVA Conference

Fatima Gouviea

Fátima Gouveia is manager of Comark, Lda. She is involved in the analysis of international tax issues, including VAT compliance, cross-border operations and the application of conventions to avoid double taxation.

She holds a degree on Economics from the Oporto Faculty of Economics and Postgraduate Studies on Taxation.

Leif Plener


Leif is the owner and CEO of MomsPartner AS, located in Norway. The company was founded in 1998. The company started within the VAT refund area, mostly working out 13th directive claims for Norwegian and American clients.

Since 2005, the company is offering representation services in Norway and other EU countries. Leif also has a lot of in house training sessions for Norwegian clients, dealing with both domestic and international VAT topics.

Mr. Álvarez has been working as a tax auditor for the Spanish Tax Administration for 18 years, with special devotion to VAT, aggressive tax planning and tax crimes.

He uses to attend international meetings in the EU, OECD and IOTA environment, and is also author of many studies and articles regarding VAT and tax practice both in Spanish and international magazines. He is currently leading the Deputy Direction for legal affairs in the Tax Audit Department of the Spanish tax administration. 

Mr. Alvarez holds a bachelor degree in law by the Universidad Complutense of Madrid.

Mark O'Riordan is Chairman & Chief Executive in Meridian. Mark joined Meridian in 1998 and was appointed Chairman and Chief Executive in October 2004. Prior to this he was Operations Manager at BBL Finance Ireland, an international merchant bank based in the International Financial Services Centre in Dublin. Since 1998, Mark has held a variety of executive positions within Meridian, namely Operations Director, Managing Director North America, Client Services Director EMEA and Director of Business Services, Mark also had responsibility for the Groups Treasury requirements during this time. 

Mark took over the position of Chairman and Chief Executive in 2004 having acquired a vast knowledge of the business and the company.

Mark is a qualified Chartered Accountant (FCA) and holds an MBA from The Open University.

Martin is the owner and founder of TaxPort, a VAT/GST consulting firm with operations in North America (USA and Canada) and Europe (Switzerland).

For over 20 years, Martin has provided expertise relating to every aspect of VAT/GST to corporations, associations; from ensuring compliance to maximizing refunds and deductibility.

TaxPort develop strategies for corporations to minimize the impact of VAT or GST on Import for both the exporters and importers of goods and services. He has built a vast network of VAT/GST authorities across European, Asian and South American countries to help his clients be in compliance with the current rules and regulations.

CA. Rajendra Kumar P is a commerce graduate, a chartered accountant in practice and a cost accountant. A Senior Partner of Sanjiv Shah & Associates, Chartered Accountants, Chennai, India, he is the head of Indirect Taxes. He is a co-opted member of the Indirect Taxes Committee of The Institute of Chartered Accountants of India, New Delhi.  He is also the President of International Chamber of Indirect Tax Professionals, India. 

He is an acknowledged expert on GST and VAT.  Sharing his knowledge at Seminars, Conferences, Workshops, Training Programmes and Lecture Meetings is his passion and has presented over 400 papers both in India and outside India.  He has handled training programmes in the area of Indirect Taxes for the officials of Government of India and State Governments in India.

Dr. Stefan Maunz advises clients on all VAT matters and represents them in dealings with the tax authorities and before the tax courts, the German Federal Finance Court and the European Court of Justice. The majority of his clients consist of larger medium sized businesses, German corporate groups and foreign companies of all sizes. He regularly lectures on VAT topics at both the domestic and international level. A further important focus is advising on customs issues, in particular, those connected with import VAT.

Dr. Stefan Maunz is a visiting lecturer at the University of Munich and a member of various national and international VAT research groups and VAT clubs as well as a partner of VAT Forum C.V. He was recently appointed to the European VAT Expert Group and is also a member of the EU VAT Forum. Both groups have recently been established by the EU Commission.

Stephen Dale is a partner in the Indirect Tax group and compliance services in Landwell and has worked in French taxation for more than twenty years, having previously worked with PricewaterhouseCoopers in the UK.

Stephen is a member (and former Chairman) of the FEE (Fédération des Experts Comptables Européens) indirect tax working party and a  member of the Institute of Chartered Accountants in England and Wales VAT Committee (and former Chairman). He represents the IVA on the EU VAT Forum and is a member of the OECD’s  Global VAT Forum.

He is a board member of the Association de la Pratique de la TVA européenne (APTE).

Stephen is also President of the International VAT Association. He is the author of several publications like VAT Yearbook – Kluwer, VAT Guides – PwC, Articles – International Indirect Tax, BNA, journals and newspapers.

IVA Meeting with the Portuguese Tax Authorities

The International VAT Association (IVA), represented by its President, Stephen Dale, and Board Member, Fátima Gouveia, met with the representatives of the Portuguese Secretary of State for Tax Affairs and of the Portuguese VAT Authority on the 9th of July 2019, in Lisbon. The IVA thanked the authorities for meeting with us at short notice.
