Topic: VAT aspects of EU Commission´s Tax Action Plan 2020 - 2024

Information about the topic:

On July 15th, 2020 the EU Commission published a Communication to the European Parliament and the Council regarding an Action Plan for fair and simple taxation supporting the recovery strategy.

The Tax Action Plan is a set of several initiatives the European Commission intends to implement in the period 2020-2024 to make taxation fairer, simpler and more adapted to modern technologies.

With regards to VAT there are several actions considered. Amongst others:

- Evaluation of the current TOMS scheme.

- Simplify VAT rules for financial services.

- Digital friendly VAT rules for the digital economy including moving to a single EU VAT registration.

- Review of the exemption and place of supply for international passenger transport…

Moreover, on July 22nd, 2020, the Council of the European Union announced the official postponement of the implementation of the VAT e-commerce package until July 1st, 2021.  The position of some EU countries is that a further extension will still be needed. It is also proposed that the EU Commission evaluates, during 2021, the feasibility of the implementation of the new rules within the calendar initially proposed.

IVA Meeting with the Portuguese Tax Authorities

The International VAT Association (IVA), represented by its President, Stephen Dale, and Board Member, Fátima Gouveia, met with the representatives of the Portuguese Secretary of State for Tax Affairs and of the Portuguese VAT Authority on the 9th of July 2019, in Lisbon.
