There is a current ongoing study on the evaluation of the Fiscalis programme for DG TAXUD; VIES-on-the-web – request for assistance. The purpose of the evaluation is to assess the added value of the programme and inform decisions about the future of the programme.
They are conducting case studies on four of the major IT systems funded by the programme. One of these is Vies on the Web (VoW), the system which allows companies conducting B2B transactions in the EU to verify the VAT status of their counterparts. The case study involves comparing the current situation with a hypothetical ‘counterfactual scenario’ in which the Member States would depend on their own national interfaces. In order to understand the costs and benefits of VoW, we would like to arrange interviews with large users of the system, essentially corporates conducting B2B transactions in the EU.
