The Portuguese Government introduced a refund regime for the reimbursement to road transport companies of a proportion of the Excise Duties paid on Diesel Fuel used in EU licensed trucks of at least 7.5 tons. The refund rates are yet to be published but reports indicate that it is the Government’s intention to lower the excise duties rate to the minimum € 0.33 cents per litre.

When?

Refunds may be requested on diesel fuel purchased on or after 1 January 2017.

Who?

Refund is granted to road transport companies with headquarters or permanent establishment in the EU. The refund request will be communicated electronically by the issuers of fuel cards or other control mechanism certified by the Tax and Customs Authorities. Private supply stations will always be able to benefit from the refund.

Where?

Refunds will be paid after 1 January 2017 within 90 days after an electronic communication to the Tax Authorities of the supply of fuel. During 2016 the Portuguese Government expects to run experiments to the system in 4 supply locations (Quintanilha, Vilar Formoso, Caia e Vila Verde de Ficalho).

Why?

With this measure the Portuguese Government expects to obtain a revenue of € 150M in ExciseDuties due to the incentive for companies to purchase fuel in Portugal rather than in neighbouring countries.
