Under the heading “What happens next” there is a hyperlink for “Finish setting up your agents service account” which you need to follow: https://www.gov.uk/guidance/finish-setting-up-your-agent-services-account-if-you-are-overseas.  You need to log in with the credentials you used to apply for the ASA and it should allow you to complete.
